WinRider is a nice utility, which scrolls your text on your desktop window.
You can specify the speed of the text, it's vertical position on desktop,change
direction of scrolling - left or right, and select the font properties of the text.

You can specify the speed of the text, it's vertical position on desktop,change

where you can specify typeface, italic, bold, size of the text & its color.
Now it is possible to select file as source.
WinRider will scroll each string from the file.
It can scroll strings as by order, so random.
